Vermont State Police probe involving Woodstock police chief ends with no criminal charges
“VSP was unable to move forward with the case due to the reported victim’s declining to cooperate with the investigation,” said a state police spokesperson.
by Alan J. Keays
Vermont State Police have closed an investigation into an incident that prompted the suspension of Woodstock Police Chief Joseph Swanson, with no criminal charges being brought.
Adam Silverman, a state police spokesperson, stated in an email Tuesday to VTDigger that “VSP was unable to move forward with the case due to the reported victim’s declining to cooperate with the investigation.”
Silverman added, “As a result, there was no review by the prosecutor’s office.”
Swanson was placed on paid administrative leave from his post as Woodstock’s police chief on Oct. 15 “as a precaution following a report of his alleged involvement in an incident” on Oct. 13, Woodstock Municipal Manager Eric Duffy stated in a press release last month.
Duffy at that time would not comment regarding the nature of that incident nor on Swanson’s “alleged involvement” in it. Duffy said the matter had been referred to the state police to conduct an investigation.

Vermont officials have confirmed the presence of the invasive golden clam in Lake Champlain, bringing the total count of aquatic, nonnative invasive species in the lake to 52.
“It’s disappointing, but it is not surprising,” said Meg Modley, aquatic invasive species management coordinator for the Lake Champlain Basin Program. Officials found the clam in the Lake Champlain canal in 2008, Lake George in 2010 and Lake Bomoseen in 2016, and all of those water bodies connect to Lake Champlain.
The species — which is also known as the Asian clam and the basket clam — can be destructive to infrastructure, clogging irrigation systems, hydroelectric facilities and reservoirs, Modley said. While the clam can edge out native species, there is not yet evidence of the clam causing serious ecological damage in the Northeast.
“It’s very likely that they are outcompeting native species and changing what the composition is in the sediments or that benthic lake bottom community,” she said.
A volunteer found the clam two weeks ago while surveying the shoreline in Whitehall, New York, along the lake’s southern end, according to Modley. Then, officials with the New York Department of Environmental Conservation returned to the location and found one other clam and a half shell.

Emboldened by unexpectedly strong results, Vermont Republicans will share more power — and responsibility
Asked how a larger caucus will wield its newfound power in January, one Republican leader said, “I haven’t even thought about that yet.”
by Sarah Mearhoff
Having outperformed even their sunniest of down-ballot forecasts on Election Day, Vermont’s Republican leaders are now starting to contemplate how they’ll utilize their newfound political power when they return to the Statehouse in January.
“I haven’t even thought about that yet,” House Minority Leader Pattie McCoy, R-Poultney, said Wednesday afternoon. “We’re less than 24 hours out. I still can’t believe it. Every once in a while, I look at the numbers. I double check: ‘Am I sure we won these seats? This is correct, right?’”
Vermont Republicans — boosted by GOP Gov. Phil Scott’s emphatic support on the campaign trail this year — shattered Democrats’ more than two-thirds supermajority in both the House and Senate on Tuesday.
The results were decisive: In the House, Republicans picked up a net 17 seats out of 150, boosting their minority caucus from 38 members to 55. In the Senate, Republicans flipped six seats — unseating two longtime incumbents, Sen. Chris Bray, D-Addison, and Sen. Mark MacDonald, D-Orange — and bringing their caucus to 13 in the 30-seat chamber.
To be clear, Democrats and their allies in the Progressive party will still control the agenda in both chambers.
