Weathersfield Select Board Holds Emergency Meeting to Set Perkinsville Village Tax Rate

Perkinsville Village tax rate was incorrectly presented at the July 9 select board meeting. Revoted on July 10.
The select board met on July 9, 2019 to set the town tax rate and approve the quarterly payment dates.
The select board was presented the following figures from town manager, Ed Morris and town finance director Darlene Kelly:
Town of Weathersfield municipal tax rate of .6252 (General Fund-0.3380, Highway-0.2872) Village of Perkinsville tax rate of 0.0391
in their pre-meeting packet.
Edited-At press time the minutes from the July 9 were still not posted on the town website nor were they included in the select board packet for this evening's meeting, a violation of the Vermont State Open Meeting Law.
(WHAT ARE THE REQUIREMENTS FOR MINUTES OF A PUBLIC BODY? Public bodies are required to take minutes. Minutes must at least include the names of all members of the public body present at the meeting, and other active participants, and all motions, proposals, and resolutions made, and their dispositions, and the results of any votes taken.1 V.S.A § 312 (b)(1). Minutes are public records, which must be available for public inspection and copying after five days from the date of the meeting. Minutes also must be posted no later than five days from the date of the meeting to a website, if one exists, that the public body maintains or has designated as the official website of the body.

An emergency meeting was called for July 10; these minutes were posted online and were included in the this evening's meeting packet. The minutes state "Dan Boyer made a motion to set the Village of Perkinsville FY2020 tax rate at .0402, Seconded by John Arrison."
If you follow the select board online or by watching SAPA-TV, you'll note that this is the fourth emergency meeting called by the select board dealing with town finances and budget presentation. Recently, the board has held three such meetings.
On Jan. 15, 2018 the select board approved the town FY 2018-2019 budget and the March Town Meeting Warning.
On Jan. 18, 2018 a Special Meeting was called to overturn the vote of Jan. 15 and re-vote the warning because the General Fund Article did not contain the Library Budget.

On July 2, 2018 the town tax rate was set following much discussion and questioning among the board members.
An Emergency Meeting was called on July 3, 2018 to overturn that vote and re-vote the tax 
rate to include the County tax and Local Ed tax, which were omitted from the tax rate presented to the board on July 2, even though the board was reassured that those figures were included.

After approving the the FY 2020 budget and approving the Town Meeting Warning for March, the select board had a re-vote because the General Fund article had the Fire Services budget subtracted twice from the figure presented to the select board on Jan. 21, 2019.
