Vermont State Officials Ease Restrictions 
on Long-term Care Facilities.

Residents of long-term care facilities will be allowed to participate in group dining and shared activities, have indoor visitors and can go to places like salons, Human Services Secretary Mike Smith said at the Governor's weekly press conference on Friday.
Residents’ vaccination status will be a part of , but not the only factor in, making decisions about whether someone can participate in social activities, Smith said. More guidance is expected on Tuesday.
About 93% of long-term care residents and 75% of staff have received at least the first dose of the vaccine, he said. Outbreaks at those facilities have dropped significantly since reaching a high point in December.

Dr. Mark Levine, commissioner of the Department of Health, said cases among Vermonters 75 and older have also dropped significantly in recent weeks.

Vermont Announces NEW Travel Guidelines
for People Fully Vaccinated.

Effective February 23, 2021: If you have been vaccinated, you do not need to quarantine to travel to Vermont or return to Vermont, as long as at least 14 days have passed since you received your final vaccine dose.

“The announcement today (Friday) is a huge change in terms of travel,” Scott said. “This is going to have a beneficial effect on many for those who are vaccinated who want to, let’s say, go to Maine, maybe do some snowmobiling or do whatever, they can travel and come back without quarantine.”

Currently, the Health Department recommends that everyone, including people who had COVID-19, received a positive antibody test, or got the COVID-19 vaccine continue to follow the prevention steps to keep from getting or spreading COVID-19:
Stay home if you are sick.
Wash your hands often.
Keep your social circle small. At this time, your social circle should only include the people you live with.
Stay at least 6 feet away from people you don't live with.
Wear a mask anytime you are around people you don’t live with.

Vermonters Over 70 Flood
Phone and Internet for Vaccination Appointments


A flood of Covid vaccine signups by Vermonters 70 and older caused long wait times and glitches in the state’s website last Tuesday.

Registration opened at 8:15 Tuesday morning. Within 15 minutes, the Vermont Department of Health received 7,000 calls to sign up. By late Tuesday afternoon, nearly 19,000 Vermonters, close to 60% of eligible people in that age group, had signed up for an appointment.

The state has offered three ways to sign up: Through the Department of Health, Walgreens and Kinney Drugs. By noon, Kinney Drugs was scheduling appointments more than five weeks out.

Some Vermonters reported technical glitches in online sign-ups; health department spokesperson Ben Truman said the state’s IT staff was working on the “complications.”

“Everyone will get scheduled, and there are enough appointments for all,” Health Commissioner Mark Levine assured people.

So far, about 78,000 Vermonters have received the vaccine, and about half of them have received both doses, Human Services Secretary Mike Smith said. Half of Vermonters 75 and older have received at least the first dose of the vaccine, including 850 homebound Vermonters who are vaccinated through home health agencies and emergency medical services.

The CDC has just gone live with a map tracking the known cases in the US of the three emerging coronavirus variants that have the world on edge: B.1.1.7 (the one known as the UK variant); the B.1.351 variant first seen in South Africa; and the P.1 variant first seen in Brazil. At the moment, there are cases of B.1.1.7 in NY, MA, and CT, but none reported so far in VT, NH, or ME. Note that the CDC says their numbers are based on sampling, and so "do not represent the total number" of cases that may be arising.

The Numbers

VT reported 106 new cases Friday, 123 on Saturday, and 129 yesterday, bringing it to a total case count of 14,493.

There were 4 deaths over the weekend, which now stand at 197 all told. 38 people with confirmed cases are hospitalized (no change).

Windsor County gained 10 cases to stand at 1,012 for the pandemic, with 82 over the past 14 days. Orange County had 11 additional cases and stands at 492 cumulatively, with 31 cases over the past 14 days.

In town-by-town numbers reported late last week, Springfield added 20 new cases over the week before, Norwich gained 6, Killington and Chelsea each added 5, Hartford and Randolph each gained 3, and Woodstock, Cavendish, and Royalton each added 2.

The State of Vermont has suspended its leisure travel map and implemented a mandatory quarantine for anyone returning or traveling to Vermont.

Due to rising COVID-19 case counts across the Northeast, effective on November 10, 2020, the State of Vermont has suspended its leisure travel map and implemented a mandatory quarantine for anyone returning or traveling to Vermont.

The State of Vermont has suspended its leisure travel map and implemented a mandatory quarantine for anyone returning or traveling to Vermont.

Anyone returning or traveling to Vermont must follow Vermont’s mandatory quarantine policy. Vermonters returning from an out-of-state trip must complete either a 14-day quarantine or a 7-day quarantine followed by a negative test.

Vermonters must remember to follow any travel restrictions and quarantine requirements for the states they plan to visit.

Residents of other states must adhere to the quarantine guidelines:
  • Travelers arriving to Vermont in a personal vehicle must complete either a 14-day quarantine or a 7-day quarantine followed by a negative test in their home state and enter Vermont without further quarantine restrictions.
  • Travelers arriving to Vermont who have not completed a pre-arrival quarantine must complete either a 14-day quarantine or a 7-day quarantine followed by a negative test in a Vermont lodging establishment or with friends and family (travelers must stay in their quarantine location for the duration of quarantine other than to travel to and from a test site).

  • All out of state travelers utilizing lodging, camping and short-term rental properties in Vermont must sign and complete a Certificate of Compliance or affirm a compliance statement via a digital check box at the time of reservation and check-in to attest that they meet the quarantine requirement or are an essential/authorized worker.
  • All out of state travelers are strongly encouraged to register with Sara Alert upon arrival to Vermont to get two weeks of daily reminders to check for common symptoms of COVID-19.

What is Essential Travel?

People traveling for essential purposes, including work, do not need to quarantine.
 Essential travel includes: 
  • travel for personal safety
  • medical care
  • care of others 
  • parental shared custody
  • for food, beverage or medicine
  • to attend preK-12 school and college if commuting daily 
  • or to perform work for businesses that are currently allowed to operate 
For more information about which businesses may operate and how they may operate, view the Work Safe Guidance. The current State of Emergency requires employers to use remote work and telework whenever possible to avoid unnecessary work travel. Businesses and employees must only travel for work related trips when absolutely necessary. Individuals engaged in a daily commute to and from their job are expressly exempt from the need to quarantine by Executive Order.

Persons should not travel to, from, or within Vermont if they are experiencing COVID-19 symptoms or if they meet the criteria for needing to Isolate or Quarantine.


New Hampshire Data Dashboard

The Numbers
NH reported 379 new cases Friday, 396 on Saturday, and 267 yesterday for a cumulative total of 73,413.

There were 4 new deaths over the weekend, bringing the total to 1,154. 109 people are hospitalized (down 17).

The current active caseload stands at 2,940 (down 108). The state reports 258 active cases in Grafton County (up 32), 67 in Sullivan (no change), and 235 in Merrimack (up 10).

In town-by-town numbers, the state says Claremont has 42 active cases (up 3), Enfield has 10 (up at least 6), Lebanon has 9 (down 3), Newport has 8 (down 2), Charlestown has 6 (down 1), New London has 6 (up 1), and Canaan has 5 (up at least 1).

It appears that the Select Board has an chronic ongoing problem of posting their minutes within the five days required by the Vermont Open Meeting Law.

I spoke with the Town Manager last week about a separate issue of the minutes being posted in WORD rather than PDF. Those changes were made last week. And the minutes are now back in PDF format. However, the Feb. 1 minutes posted are actually minutes from the January 26 meeting.

This morning the minutes from the Feb 16 meeting are still not posted six days after the meeting. The board has had problems in the past posting meeting minutes and it looks like these problems are continuing.

3rd Grade Invention Convention 

Covid can’t keep Weathersfield’s third graders from doing the invention convention. It will look a little different this year but our  third graders will still be inventing. They are currently hard at work thinking of problems and ways to solve them.  Their inventions will be brought to school on March 1, 2021 and and an invention movie will be created to share.

It's your child's chance to be a Heart Hero by learning about heart health, spreading the word and raising funds to save other children.
